2M check left by businessman returned by ISU stud

Richard Bactad, a student of the Isabela State University- Cauayan campus returned the checks amounting to 2 million pesos left by a chinese businessman in the city. Bactad receives a special recognition from Dr. Romeo R. Quilang, the university president during the opening program of the 2009 Quadrangular Meet in Cauayan last night.
